Different Standards For HUD and Florida
The Department of Housing and Urban Development (HUD) requires a minimum of 12 inches clearance between the ground (finished grade) and the bottom of the steel I-beams under a mobile home. But the State of Florida has a stricter standard than HUD, under Rule 15C-1 of the Florida Administrative Code: minimum of 18 inches clearance, except that 25% of the lowest area of I-beams is allowed to go below 18 inches, but not lower than 12 inches anywhere.
Florida Overrides

Pit Set Homes
