Because the toilet fits in at the low side of the sloped ceiling under the stairs, the vertical clearance in front of it is the primary issue. Here are the parameters you have to work within, based on the Residential Edition of the Florida Building Code (FBC R305) and the International Residential Code (IRC):
1) For a room with a sloped ceiling, at least half of the ceiling must be a minimum of 7 feet or higher, with no part of the required floor area lower than 5 feet.
2) There must be a minimum of 6-foot 8-inches height at the center of the front clearance area of the fixture, Minimum clearance in front of a toilet or sink is 21-inches, so the ceiling must be 6’-8” high at 10-1/2” away from the front of the toilet.
3) The ceiling height directly above the toilet must be sufficient for it “to be used for its intended purpose.”
