Is a metal roof for a mobile home approved for HUD Wind Zone 3?

The roofing material on a new manufactured/mobile home, along with the fastening method, has been approved by HUD as part of the overall design approval based on the wind zone for which the home is rated. But, when it is time to replace the roof, it is not longer subject to HUD standards.
Any roof replacement is under the jurisdiction of the local building department, and the requirements are the same as for a site-built home, with one exception: a roof-over (installing the new roof directly over an old roof without removing it) is not allowed for a second layer of asphalt shingles. The roof structure of a mobile home is not designed to withstand the weight of two layers of shingle roofing. But a metal roof-over is allowed.
