What is the building code requirement for receptacle outlets at stairs and stair landings?

The Florida Building Code (FBC) and International Residential Code (IRC) have requirements for installation of receptacle outlets in the following rooms of a house:
Stairs and stair landings are not on the list. Hallways and foyers have separately listed receptacle outlet requirements. We know of no prohibition against wall receptacles at a stair or landing, but receptacles are not required. What is required by the building code is three-way switched lighting at the top and bottom landing of the stairs.
