How high above the floor do electric outlets/receptacles in a garage have to be?

We don’t know of any building or electrical code requirement for a minimum height of electric receptacles above the floor of a garage. There is, however, a minimum height for any ignition source in a gas appliance like a water heater in a garage of eighteen inches, unless the appliance is FVIR (Flammable Vapor Ignition Resistant) rated; and we have heard this used as a rationale for an eighteen-inch requirement for electric outlets.
Also, it would make good sense to put any electric outlet that may create a spark when a corded appliance is unplugged from it high enough above a garage floor to be out of the bottom area where heavier-than-air gas fumes might settle from a car in the garage with a gasoline leak; but there is no specific code requirement.
