What is the purpose of the Existing Building edition of the Florida Building Code?

The code was created to “provide flexibility to permit the use of alternative approaches to achieve compliance with minimum requirements to safeguard the public health, welfare, and safety” for work done on existing buildings. It recognizes that modifications to existing buildings need their own set of standards, and is meant to address issues specific to “the repair, alteration, change of occupancy, addition and relocation of existing buildings.”
The key words here are “existing buildings,” and applicability of the code is further limited by whether the building was previously occupied for its originally intended purpose or not.
