Can you mount an electrical panel face up?

“Panelboards shall not be mounted in the face-up position,” according to the National Electrical Code (NEC 408.43). But the code does allow you to mount an electrical panel face-down, with the requirement that any breakers or switches be not higher than 6-foot 7-inches above the floor [NEC 240.24(A)].
